Lithuania Ministry of Environment clarifies rules for neglected gravesites

As All Souls' Day approaches, the Lithuanian Ministry of Environment has provided guidance regarding the management of neglected gravesites. According to government-approved Cemetery Management Rules, a grave is classified as neglected if it has not been maintained for at least two years and is officially recognized as such through a specific regulatory process.

Typically, the individual responsible for the burial is tasked with grave maintenance. If a grave is listed in the Register of Cultural Values, the maintenance requirement is stricter, with warnings issued if the site is neglected for more than one year.

If a cemetery caretaker issues a written warning and the site remains unmaintained for one year, the matter is referred to the relevant municipal executive institution. Following a public notice and an inspection by a municipal commission, a formal decision to recognize a grave as neglected can be made between two and three years after the initial data regarding the potential neglect is published.
