Lithuania cemetery maintenance and waste guidelines

Overview

In anticipation of All Souls' Day and All Saints' Day, the Lithuanian Ministry of Environment and regional waste management authorities have issued guidance regarding cemetery upkeep, environmental protection, and digital accessibility.

The Ministry of Environment clarified the legal framework for neglected gravesites, noting that a grave is officially classified as neglected if it has not been maintained for at least two years. The process involves a formal regulatory procedure where cemetery caretakers issue written warnings. If a site remains unmaintained for one year following such a warning, the matter is referred to municipal executive institutions for inspection and potential formal recognition of neglect, which may lead to the transfer of maintenance responsibilities.

To reduce pollution, the Šiauliai Region Waste Management Center is encouraging the use of natural materials over non-recyclable artificial flowers and plastic decorations. Specific sorting guidelines direct residents to place green waste, such as leaves, grass, and natural wreaths, in green waste containers without plastic bags. Glass candle holders should be directed to glass recycling, while metal lids belong in plastic and metal containers.

Additionally, municipalities in Vilkaviškis and Telšiai have released information regarding digital search systems to assist residents in locating graves. In Vilkaviškis, a digitalization project has covered 185 cemeteries, including the Kapų gatvė and Pagramdų sites. In Telšiai, digitized records are available for the Degaičiai, Bobė Hill, and Plungė Street cemeteries. Municipal cemeteries typically observe visiting hours from 07:00 to 23:00, with vehicle access restricted to authorized service vehicles.
