Lithuanian officials assess Russian hybrid threat and public resilience

Lithuanian authorities warn that Russian propaganda remains a key security challenge, noting the country's low ranking in the 2026 European Media Literacy Index (15th of 41 EU states) and gaps in citizens' ability to verify information. A survey by the Baltic Information Disruption Centre found that nearly half of about 100 Lithuanian students do not check sources when content appears useful, and 44% of adults lack essential skills such as reading comprehension and basic numeracy.

Defence Minister Mindaugas Sinkevičius told journalists that the overall threat level has not dramatically changed, emphasizing that the state monitors and quietly prepares to protect critical infrastructure. He referenced intelligence suggesting Russia may consider provocations in the Baltic region, including possible "foreign‑flag" operations using Ukrainian drones. The minister assured the public that preparations are ongoing and that the government will respond proportionately to any incidents.
