Ljubo Milović: Police raid Grahovo hotel in search of fugitive

Montenegrin police conducted an extensive multi-day operation in Grahovo to locate Ljubo Milović, a high-ranking member of the Kavač criminal clan and a fugitive since July 2022. Special units and drones were deployed to search the Grahovac 1858 hotel and restaurant, amid suspicions that a secret tunnel might be used for hiding or escape. While Milović was not found and no tunnel was discovered, authorities seized three luxury vehicles.

Following the raid, the Tax Administration sealed the Grahovac 1858 premises due to identified irregularities. The management of the establishment has issued statements accusing police of “unprecedented torture,” claiming that masked, armed officers conducted searches of rooms, staff, and guests without a court order and confiscated mobile phones. They further alleged that a tax inspection was conducted under irregular circumstances, citing a discrepancy of only 28 euros as the basis for closure.

Milović, who was previously sentenced to 19 years in prison for his involvement in Radoje Zvicer's criminal organization, remains a high-priority target with a 500,000 euro reward offered for information leading to his arrest.
