The Montenegrin Ministry of Internal Affairs has increased its efforts to apprehend high-profile fugitives linked to organized crime. Initially, the government announced a 500,000 euro reward for information leading to the arrest of Radoje Zvicer, a leader of the ‘Kavač clan’ who is currently subject to an Interpol red notice for crimes including murder, drug trafficking, and money laundering. By late August, the total reward amount was doubled to one million euros. This updated offer provides 500,000 euros each for information on Zvicer and Ljubo Milović, a former police officer and high-ranking member of the Kavač criminal clan who has been a fugitive since 2022. The escalation in rewards follows concerns regarding potential collaborators within the state security apparatus. In early September, Montenegrin police conducted an intensive multi-day operation in Grahovo to locate Milović. Special units, including the Special Police Department and the Criminal Police Sector, utilized drones to search the Grahovac 1858 hotel and restaurant. Authorities suspected the existence of a secret tunnel used for hiding or escaping, but neither Milović nor a tunnel was found. During the raid, police seized three luxury vehicles, and the Tax Administration sealed the hotel and restaurant following the discovery of operational irregularities. The management of Grahovac 1858 condemned the operation, describing it as ‘unprecedented torture’ by masked officers and alleging the search was conducted without a court order. They further alleged that a tax inspection was conducted under irregular circumstances, citing a discrepancy of only 28 euros as the basis for closure. Recent violence has impacted the criminal landscape, including the killing of Boban Sjekloća, identified by police as a leader of the ‘Škaljari clan’, near Trsteno beach. Additionally, individuals Filip Ivanović and Filip Knežević, wanted by both Serbian and Montenegrin authorities, have also been killed in separate incidents.
