Montenegro fugitive reward escalation and asset seizure

The Montenegrin Ministry of Internal Affairs has increased its efforts to apprehend high-profile fugitives linked to organized crime. Initially, the government announced a 500,000 euro reward for information leading to the arrest of Radoje Zvicer, a leader of the ‘Kavač clan’ who is currently subject to an Interpol red notice for crimes including murder, drug trafficking, and money laundering. By late August, the total reward amount was doubled to one million euros, providing 500,000 euros each for information on Zvicer and Ljubo Milović, a former police officer and high-ranking member of the Kavač clan who has been a fugitive since 2022.

In early September, police conducted an intensive multi-day operation in Grahovo to locate Milović. While neither Milović nor a suspected secret tunnel was found, authorities seized three luxury vehicles, and the Tax Administration sealed the Grahovac 1858 hotel and restaurant following identified irregularities. Management of the hotel condemned the raid, describing it as ‘unprecedented torture’ by masked officers and alleging the search was conducted without a court order.

Legal actions against the Kavač clan's assets have intensified. The Special State Prosecution (SDT) has filed requests with the High Court in Podgorica for the permanent seizure of assets belonging to high-ranking clan members believed to have been acquired through criminal activity. The SDT is targeting Radoje Zvicer, Milan Vujotić, Slobodan Kašćelan, Igor Božović, and Dragan Knežević. For Zvicer, the prosecution seeks the confiscation of armored vehicles and real estate totaling at least 54,567 square meters. For the others, the SDT seeks at least 10,399 square meters of property, including residential buildings, apartments, and forests. Prosecutors claim to have evidence linking these assets to criminal proceeds, even when registered to family members or third-party companies. Legal experts note the case serves as a critical test for Montenegro’s new asset forfeiture system.
