Lombardy approves laws on vocational guidance, solar farms and data centres
The Lombardy regional council is advancing several new pieces of legislation. Democratic Party councillor Samuele Astuti presented a proposal to amend the 2007 regional law, creating a right to lifelong vocational and professional guidance. The bill would establish an inter‑institutional committee to map labour needs, monitor occupational data and allocate dedicated funds to accredited training providers, aiming to improve the match between job demand and supply.
The regional government, backed by the Lega, also passed two related laws. One sets strict criteria for ground‑mounted photovoltaic installations, limiting the use of agricultural land and favouring rooftops, industrial sites and brown‑field redevelopment, while extending protection to local parks. The other introduces a specific regulatory framework for data centres, defining location standards, providing investment certainty and safeguarding farmland and environmentally sensitive areas.
Together, the measures seek to boost employment services, renewable energy production and digital infrastructure while preserving Lombardy’s agricultural and environmental assets.
