Overview
In late May 2026 Lombardy’s nursing‑home operators warned of collapse, triggering emergency funding calls and sparking debate over Law 6, which liberalised health professions and strengthened primary‑care networks. June saw Italy adopt its first data‑centre regulatory law, and on 29–30 June several regions pledged new GPs for Community Health Centers, while Lombardy permitted hospital nurses to freelance and allocated €1.125 million for homeless primary‑care.
Early July new health hubs opened in Cesano, Civitanova and Trofarello, integrating GPs, specialists, psychologists and immigrant‑health desks. Lombardy enacted a second data‑centre law on 6 July to reuse server waste heat, positioning the region to host about 63 % of Italy’s 2026 data‑centre projects. The Casa della Comunità di Trofarello was inaugurated on 13 July, exemplifying the integrated service model.
On 15 July the Marche region launched a “Punto Unico di Accesso” (Pua) in San Severino, and Piedmont’s ASL of Alessandria confirmed full operation of its province‑wide Casa della Comunità network, each hub featuring multidisciplinary teams and extended hours funded under the PNRR and DM 77/2022.
Lombardy reaffirmed its sustainable‑development agenda at the UN High‑Level Political Forum on 16 July, presenting the Legge Clima with a €22 billion private‑investment target and new green‑budgeting tools.
On 20 July the Lombardy Regional Council renewed five special commissions and created a new workplace‑health‑and‑safety commission, appointing Giulio Gallera as president and Samuele Astuti as vice‑president; the renewals also named leaders for anti‑mafia, autonomy, mountain‑territory and PNRR monitoring commissions.
A week later, on 29 July, the Council unanimously approved a law enabling homeless residents to enrol with a family doctor and receive continuous primary care, replacing the previous emergency‑only approach and underscoring a “signal of great civility” toward the most vulnerable.
