Lombardy passes health reforms to expand free practice and fund homeless care
The Lombardy Regional Council approved a new law authorising health professionals employed by public hospitals to practise freelance work outside their regular hours. Presented by regional councillor Emanuele Monti of Lega, the measure aims to reduce waiting lists, strengthen territorial assistance and curb irregular practice, covering nurses, midwives, technicians and rehabilitation workers. Monti said the change is “necessary to reduce waiting lists.”
In a separate but related step, the Council adopted a bipartisan budget allocating €1.125 million over three years to guarantee primary‑care access for people without a fixed residence. The funding will enable homeless residents to register with family doctors or paediatricians through the regional ASSTs and community houses, with third‑sector organisations assisting in information and support. Rapporteur Davide Casati described the law as “returning dignity to the most fragile.” Both initiatives are intended to improve primary‑care coverage and reduce pressure on emergency services across Lombardy.
