Los Angeles County pauses hyperscale AI data center construction
The Los Angeles County Department of Regional Planning has issued a moratorium on the construction of hyperscale artificial intelligence (AI) data centers in unincorporated areas of the county. This temporary suspension will remain in effect while new regulations are drafted, reviewed, and submitted to the County Board of Supervisors for consideration.
The move follows concerns from residents and officials regarding the environmental and infrastructural impact of large-scale facilities. Key issues include massive water consumption—with some centers requiring up to 5 million gallons of water daily—and high electricity demands that could necessitate the use of polluting “peaker plants.” Additionally, officials cited potential increases in utility costs for residents, noise pollution, and air quality degradation.
The proposed permanent regulations, prompted by a motion from Supervisor Hilda Solis, are expected to undergo public review and be submitted to the Board of Supervisors by October 6. While the county currently has approximately 74 data centers, most are smaller facilities; the new restrictions specifically target hyperscale AI-driven centers.
