Los Angeles County AI data center moratorium
Overview
Los Angeles County has implemented a temporary moratorium on the development and construction of hyperscale artificial intelligence (AI) data centers within its unincorporated areas. The directive, issued by the Department of Regional Planning, serves as interim guidance while the county works to codify permanent zoning regulations.
The decision follows a motion by Board Chair and First District Supervisor Hilda Solis, which was unanimously approved by the Board of Supervisors. Officials and residents cited significant environmental and infrastructural concerns, including massive water consumption—noting some centers may require up to 5 million gallons daily—and high electricity demands that could necessitate the use of polluting ‘peaker plants.’
Additional concerns raised include potential increases in utility costs for residents, noise pollution, and air quality degradation. While the county currently hosts approximately 74 data centers, the new restrictions specifically target large-scale, hyperscale AI-driven facilities. Proposed permanent regulations are expected to undergo public review before being submitted to the Board of Supervisors by October 6.
