Tecpetrol project in Vaca Muerta approved for RIGI incentives

The Argentine Ministry of Economy has officially approved the Los Toldos II Este project for inclusion in the Large Investment Incentive Regime (RIGI). The project is a joint venture between Tecpetrol S.A. and Gas y Petróleo del Neuquén S.A. (GyP), representing an estimated investment of US$6.432 billion through 2054.

Located in the Pehuenches department of Neuquén province within the Vaca Muerta formation, the development involves the drilling of 380 new horizontal wells. The plan includes the construction of a central processing plant capable of handling 70,000 barrels of oil and 3.6 million cubic meters of natural gas per day, alongside pipelines, electrical infrastructure, and water management systems.

The project will be executed in three stages:

• Phase 1 (November 2024 – February 2027): US$1.635 billion for infrastructure and 16 wells. • Phase 2 (March 2027 – June 2029): US$1.268 billion for plant expansion and 91 wells. • Phase 3 (July 2029 – 2054): US$3.529 billion to complete field development.

The approval, formalized via Resolution 1771/2026, classifies the initiative as a Long-Term Strategic Export Project. The project is expected to generate over 3,100 direct jobs during peak construction.
