The Kultusministerin of Lower Saxony, Julia Willie Hamburg, announced that 107 graduation decisions at the Geschwister‑Scholl‑Oberschule in Vechta were made incorrectly between the 2019/20 and 2025/26 school years. In 56 cases students should have received an extended secondary school certificate I, in 49 cases a Realschulabschluss, and in two cases a Hauptschulabschluss was due but no certificate was awarded. The mistakes stemmed from a misinterpretation of the compensation rule in the state’s graduation regulations.

Hamburg publicly apologized to the affected pupils, pledged to correct the certificates, and said the ministry will send personal apology letters and information about the students’ rights. The state also announced a review of other secondary schools in Lower Saxony to prevent similar errors.

The issue came to light after a former student complained, prompting an official investigation that confirmed the systematic misgrading.
