Lukoil refinery and Iskra plant targeted by drone attacks in Russia

On September 25, drone attacks targeted industrial facilities in Russia, including the Lukoil-Permnefteorgsintez refinery in Perm and the Iskra electronics plant in Ulyanovsk. The refinery, located approximately 1,500 km from the Ukrainian border, reportedly suffered damage to pipelines, storage facilities, and technological components, leading to a temporary halt in operations.

Local reports and social media analysis suggest a fire broke out at a crude oil distillation unit during the strike. Perm Governor Dmitry Makhonin confirmed that an industrial facility in the region was attacked and stated that air defense and mobile fire teams intercepted 39 drones. One person was reportedly injured by flying debris. While authorities are monitoring air quality, no hazardous pollutant levels have been detected. The Iskra plant, which produces radio and communication technology components, was also reportedly targeted in the nighttime operation.
