Macau targets MOP23 billion in investment under new Five-Year Plan

Macau authorities have announced ambitious economic and tourism targets under the city’s Third Five-Year Plan. Investment officials are aiming for MOP17–23 billion in cumulative projects by 2030, which includes facilitating 2,400 business matches involving Portuguese- and Spanish-speaking nations.

Tourism recovery in Macau is showing upward momentum. In 2025, the city recorded approximately 40.07 million total visitors, a 14.7% year-on-year increase, while international arrivals rose by 13.7% to 2.76 million. To sustain this growth, the Macau Government Tourism Office (MGTO) plans to expand its presence in Southeast and Northeast Asia while actively exploring new markets in Europe, the Americas, and the Muslim traveler segment.

Strategies for development include deeper ‘tourism-plus’ integration and the use of big data and industry partnerships to enhance the city’s global profile.
