Macau socioeconomic development planning
Overview
The Macau Special Administrative Region government has unveiled its third Five-Year Socioeconomic Development Plan for 2026–2030, outlining eight primary goals including economic diversification, law-based governance, and the integration of education, science, and technology.
A significant focus of the plan is the optimization of talent recruitment. To address data from 2024 showing that most approved talent applications originated from mainland China and Hong Kong, the government is reviewing programs to specifically attract qualified professionals from Lusophone countries, particularly those with degrees from institutions in Portugal and Brazil. Revised talent policies are targeted for implementation in 2027.
Economically, authorities are aiming for MOP17–23 billion in cumulative project investments by 2030, which includes facilitating 2,400 business matches with Portuguese- and Spanish-speaking nations. This aligns with the broader strategy to increase the value added of non-gaming industries to approximately 60% of GDP.
Tourism recovery has shown upward momentum, with 2025 recording approximately 40.07 million total visitors, a 14.7% year-on-year increase. To sustain this, the Macau Government Tourism Office (MGTO) plans to expand its presence in Southeast and Northeast Asia while exploring new markets in Europe, the Americas, and the Muslim traveler segment through ‘tourism-plus’ integration and big data utilization.
Regional integration continues through the Guangdong-Macau Deep Cooperation Zone in Hengqin, ensuring Macau’s growth remains aligned with China’s national development framework and the ‘One Country, Two Systems’ principle.
