Macau socioeconomic development planning

The Macau Special Administrative Region government has announced its third Five-Year Socioeconomic Development Plan, covering the period from 2026 to 2030. The plan focuses on economic diversification, urban renewal to create a ‘smart’ Macau, and deepening integration with the Guangdong-Macau Deep Cooperation Zone in Hengqin.

A central objective is to align Macau’s growth with China’s national development framework and the ‘One Country, Two Systems’ principle. To achieve this, the government intends to leverage state-level laboratories in fields such as microelectronics, computing, and the Internet of Things to bridge the gap between scientific research and commercial use.

The strategy also emphasizes international connectivity. The government aims to position Macau as a bridge between China and the global community by strengthening ties with ‘Belt and Road’ initiative participants and Portuguese- and Spanish-speaking nations. Specifically, the plan includes reviewing talent recruitment programs to attract qualified professionals from Lusophone countries, particularly those with degrees from institutions in Portugal and Brazil.
