Macau unveils 2026–2030 Five-Year Plan to attract Lusophone talent
The Macau Special Administrative Region government has unveiled its third Five-Year Socioeconomic Development Plan for the period of 2026–2030. The plan outlines eight primary development goals, including advancing economic diversification, improving governance based on the law, and enhancing the integration of education, science, technology, and talent.
A key component of the new strategy involves reviewing the talent recruitment program to specifically attract more qualified professionals from Lusophone (Portuguese-speaking) countries. This follows previous data showing that the majority of approved talent applications in 2024 originated from mainland China and Hong Kong. The government aims to optimize conditions for international experts, particularly those with degrees from institutions in Portugal and Brazil.
Additionally, the plan emphasizes high-quality development within the Guangdong-Macau Deep Cooperation Zone in Hengqin and seeks to better integrate Macau into China's national development framework. The government intends to consult various sectors of society regarding these changes, with potential implementation of revised talent policies targeted for 2027.
