Macedonia and Finland tighten electric scooter rules, raise age limit

The interior ministries of both North Macedonia and Finland are preparing legislative amendments to tighten regulations on electric scooters. In Skopje, Minister of Internal Affairs Panče Toshevski said a parliamentary group will propose stricter penalties and a higher minimum age for riders, targeting the high number of accidents involving users under 18. He warned that “we will tighten the penal policy and regulation for electric scooters, especially for the youngest.”

In Finland, the Ministry of the Interior similarly plans to introduce tougher sanctions and consider raising the minimum operating age for electric scooters, citing data that most scooter‑related traffic incidents involve 17‑ and 18‑year‑olds. Both governments emphasise that safety depends not only on law but also on responsible behaviour by all road users.
