Macedonia Parliament approves stricter e‑scooter regulations

The Macedonian Parliament (Kuvendi) voted unanimously in its 106th session to amend the Traffic Safety Law governing electric scooters, classified as “light electric vehicles.” The amendments lower the maximum allowed speed from 25 km/h to 20 km/h, raise the minimum riding age to 18, and prohibit carrying passengers.

Penalties are tightened: fines are increased and, in cases such as under‑age operation, speed excess, passenger transport, or riding under the influence of alcohol, the scooter may be confiscated. Lawmakers cited more than a decade of accidents, including dozens of deaths and hundreds of serious injuries, primarily involving riders aged 16‑17, as the impetus for the changes. The bill passed with a two‑thirds majority, with all 64 deputies present voting in favor.
