Madrid Administrative Court partially overturns gender violence service contracts
The Administrative Contracting Court of the Community of Madrid has partially upheld appeals against the tender specifications for the new Comprehensive Women's Care Centers (CIAM) in Madrid. The decision follows legal challenges filed by unions including CCOO, UGT, and CNT regarding the restructuring of the city's Equality Spaces and Gender Violence Network.
The court disapproved specific clauses in the tender documents that were deemed to risk fundamental rights, such as the right to strike, freedom of association, and freedom of expression. As a result, the Madrid City Council is now required to modify the tender specifications before the bidding process can continue. While the ruling halts the current tender process, labor representatives note that the broader restructuring of these services remains ongoing.
