Madrid and COAM introduce faster urban licence process and expand housing aid information

The municipality of Leganés, part of the Madrid region, signed an agreement with the Colegio Oficial de Arquitectos de Madrid (COAM) to cut urban licence processing times by an average of three months. The pact, signed by Mayor Miguel Ángel Recuenco and COAM dean Sigfrido Herráez, creates a voluntary validation system where COAM pre‑checks technical compliance, allowing municipal services to focus on urban and legal analysis. The initiative incurs no cost for the city and aims to attract investment and streamline construction projects.

Separately, the COAM and the Madrid City Council extended the SIREM (Service of Information on Building Rehabilitation) agreement to include the Plan Adapta Madrid. Signed by COAM dean Sigfrido Herráez and housing policy delegate Álvaro González, the expanded service now offers specialised guidance on both the existing Plan Rehabilita and the new accessibility‑focused Plan Adapta, helping residents and developers navigate eligibility, application procedures, and technical requirements for housing adaptation grants.
