Madrid launches 460‑unit and 124‑unit public rental housing projects

The Madrid municipality is advancing two large public‑rental housing schemes. In Boadilla del Monte, four developers – Grupo Ferrocarril, Tectum, Urbania and Avintia – have submitted proposals to build 460 protected‑rent apartments on a 32,482‑m² municipal parcel. The 75‑year surface‑right lease will keep the land under municipal ownership and generate a substantial fee for the town. Estimated maximum rents range from €841 to €1,318 per month, with construction expected to finish by the end of 2028.

Separately, the Empresa Municipal de la Vivienda y Suelo de Madrid (EMVS) has completed the structural work for the Paseo de la Dirección 3 project in Tetuán, delivering 124 new affordable‑rental homes. The development, budgeted at over €26.4 million, will offer energy‑efficient features such as A‑rating certification, heat‑pump systems, solar panels and underground parking. Rents are capped at 30 % of a household’s income, with completion slated for mid‑2027. Together, the projects will add nearly 600 publicly‑owned rental units to the capital region.
