Maine: No charges filed after ICE officer shoots Colombian man

Three months after an Immigration and Customs Enforcement (ICE) officer shot and killed 25-year-old Johan Sebastián Durán Guerrero in Biddeford, Maine, no charges have been filed. The incident occurred on July 13 when ICE agent David Brouillette ordered Guerrero to stop his vehicle; Guerrero reportedly stated, “I tried to stop,” before being shot through the windshield in the presence of his wife and three-year-old daughter.

Guerrero, a Colombian national, held a federal work permit at the time of his death. Homeland Security stated the officer feared for public safety during the encounter. While Senator Susan Collins has called for ICE reform, including the use of body-worn cameras, ICE reports indicate that cameras would not necessarily be switched on during enforcement actions. The agents involved were not wearing body cameras at the time of the shooting.
