Maine primary turnout surges with ranked‑choice voting and open primaries

On June 9, Maine held its primary elections using ranked‑choice voting and, for the first time, allowed unenrolled voters to participate in taxpayer‑funded party primaries. Secretary of State Shenna Bellows reported that turnout was up 40.8 % compared with the 2018 primary, marking a record level of participation.

The increase is attributed to the combined effect of ranked‑choice voting, semi‑open primaries and expanded ongoing absentee voting, which now includes seniors and people with disabilities. Advocates say the reforms shift power away from party leaders and donors toward ordinary voters, giving non‑traditional candidates a realistic chance without being labeled “spoilers.”
