Major League Baseball proposes new CBA terms and roster rules

Major League Baseball (MLB) has presented new proposals to the MLB Players Association as negotiations for a new Collective Bargaining Agreement (CBA) continue. The league's proposals are contingent upon the implementation of a salary cap and floor system.

Key proposals include the creation of weekly rosters, where teams would define a 26-man active roster every Monday. To manage the offseason, MLB suggested two “quiet periods” for free agency. The first would prohibit free agents from signing with new teams throughout November, allowing only re-signings with incumbent clubs until the Winter Meetings. The second would be a transaction moratorium starting shortly before Christmas and lasting until February.

MLB spokesperson Glen Caplin stated that a cap and floor system would improve the game by creating roster stability and accelerating the offseason pace. However, MLBPA executive director Bruce Meyer has rejected the proposed quiet periods.
