MLB collective bargaining negotiations

Major League Baseball (MLB) has introduced several proposals to the MLB Players Association (MLBPA) as part of negotiations for a new Collective Bargaining Agreement (CBA). These proposals are contingent upon the implementation of a salary cap and floor system.

To increase roster stability and accelerate the offseason, MLB has suggested implementing “quiet periods” for free agency and transaction moratoriums. Recent iterations of the proposal include a quiet period extending until the Monday of the Winter Meetings in early December. During this time, negotiations could occur, but no contracts could be finalized until the window opens. A primary signing window would then run from the start of the Winter Meetings until December 21, followed by a ban on all free-agent signings and trades until the first Monday in February.

Other proposals include the creation of weekly rosters, where teams define a 26-man active roster every Monday. MLB spokesperson Glen Caplin stated these changes would improve the game by providing roster stability and accelerating the offseason pace.

MLBPA executive director Bruce Meyer has rejected the terms. Meyer has criticized the plan, arguing that artificial free agency windows and a salary cap would reduce player leverage, eliminate player rights, and create a “game of musical chairs” among players.
