Malawi infrastructure deal faces scrutiny over deferred payment claims

Malawi’s government is facing accusations of misleading the public regarding a partnership with the African Hero Foundation to construct 450 facilities, including 300 schools, 100 clinics, and 50 vocational centers. While Second Vice-President Enock Chihana announced the project at a launch in Gaborone as being “at zero cost to governments,” documentation from the foundation suggests a deferred-payment model.

According to foundation brochures, the initiative is not a donation but a partnership where payments are “activated only after delivery reaches an agreed stage.” This means the Malawian government would assume the financial burden after the infrastructure is built. The project is being financed by the Moti Group, led by Zunaid Moti, and the Jindal Power Group.

Concerns have been raised regarding the model's viability, citing a similar project in Botswana where costs reportedly escalated from P3.6 billion to P20 billion over 20 years. Critics have expressed apprehension about Malawi being used as a subsequent test case for this infrastructure delivery method.
