Malawi infrastructure and fund management scrutiny

Malawi is facing scrutiny regarding the management and financing of large-scale infrastructure projects.

Initial investigations focused on the disappearance of K1.4 billion intended for the Malawi Rural Electrification Programme (MAREP) Phase 9. Activists and governance experts have called for accountability from businessman Mahmood Azhar Chaudhry, who is suspected of using Kumakoka Trading Limited as a front to misappropriate funds. The Attorney General is currently pursuing the recovery of these funds through civil litigation.

Subsequent concerns have emerged regarding a partnership with the African Hero Foundation to construct 450 facilities, including schools and clinics. While government officials initially described the project as being “at zero cost to governments,” documentation indicates a deferred-payment model. Under this arrangement, the Malawian government would assume financial responsibility after construction reaches specific stages. Critics have raised alarms about the viability of this model, citing previous instances in Botswana where costs escalated significantly.
