Malaysia reports zero Hajj and Umrah scam cases in 2026

Malaysia has recorded zero cases of Hajj and Umrah package scams, including badal haji fraud, for the year 2026. Dr. Zulkifli Hasan, Minister in the Prime Minister's Department (Religious Affairs), attributed this success to strengthened cooperation between government agencies, enforcement teams, and continuous awareness campaigns.

Key collaborating entities include the Royal Malaysia Police (PDRM), the Department of Waqf, Zakat and Hajj (JAWHAR), and the Ministry of Tourism, Arts and Culture (MOTAC). The government continues to promote the ‘No Visa, No Hajj’ campaign to ensure pilgrims only travel with valid permits, noting that performing Hajj without a valid visa is considered sinful under religious law.

Speaking at the closing ceremony of the 5th Hajj, Umrah and Tourism Carnival (KHUP5), Dr. Zulkifli warned the public against complacency. He noted that scammers often change their methods, such as offering suspiciously cheap or excessively expensive badal haji packages. The carnival, organized by Lembaga Tabung Haji and BUMITRA, saw over 16,000 visitors and featured 34 licensed Hajj pilgrim management companies.
