Malaysia Hajj and Umrah scam prevention

Overview

During the 5th Hajj, Umrah and Tourism Carnival (KHUP5), Dr. Zulkifli Hasan, Minister in the Prime Minister's Department (Religious Affairs), warned the public to remain vigilant against fraudulent Hajj and Umrah packages. He specifically highlighted suspicious ‘badal haji’ (proxy Hajj) services that are priced either impossibly low or excessively high. To ensure pilgrim safety, he recommended using the 34 Hajj Pilgrims Management Companies licensed by Lembaga Tabung Haji.

Following these warnings and continuous awareness campaigns, Malaysia reported zero recorded cases of Hajj and Umrah package scams, including badal haji fraud, for the year 2026. This outcome was attributed to strengthened cooperation between the Royal Malaysia Police (PDRM), the Department of Waqf, Zakat and Hajj (JAWHAR), and the Ministry of Tourism, Arts and Culture (MOTAC).
