Dr. Alecs Chochinov, former director of emergency medicine at St. Boniface Hospital, has attributed these bottlenecks to ‘access block.’ This phenomenon occurs when a lack of available personal-care home beds and home-care services prevents patients from being moved out of acute-care hospital beds, thereby stalling the flow of patients through emergency departments.
