Marbella approves new municipal urban development plan

The Marbella City Council has definitively approved its new General Municipal Development Plan (PGOM), marking the end of a four-decade urban planning era. This is the first plan in Andalusia to be adapted to the Law for the Promotion of Territorial Sustainability of Andalusia (LISTA).

Key provisions of the new plan include an expansion of urban land from 40 million to 53 million square meters. Additionally, the document mandates that 20% of residential buildability be dedicated to affordable housing to address high local property prices.

The new PGOM will coexist with the previous 1986 plan during a transitional period. While the 1986 plan will still influence detailed land-use planning until a future urban development plan (POU) is established, the PGOM takes precedence, and any incompatible provisions from the old plan will cease to apply. The new regulations will officially come into force following their publication in the official provincial gazette of Malaga.
