Marbella municipal urban development plan update

The Marbella City Council has moved to replace its existing urban planning framework, which has been in effect since 1986, with a new General Municipal Development Plan (PGOM). The plan was scheduled for final approval in mid-September 2026 to align with Andalusia’s Law for the Promotion of Territorial Sustainability (LISTA).

Following its definitive approval, the PGOM expands designated urban land from 40 million to 53 million square metres. This expansion is intended to facilitate new housing, public green spaces, and strategic infrastructure such as road upgrades and the new City of Justice legal complex. To address local property costs, the plan mandates that 20% of residential buildability be dedicated to affordable housing.

The new regulations will officially take effect after publication in the official provincial gazette of Malaga. During a transitional period, the PGOM will take precedence over the 1986 plan, though the older scheme will continue to influence detailed land-use planning until a future urban development plan is established.
