Marbella to finalize new urban development plan on September 18

The Marbella City Council has scheduled an extraordinary plenary session for September 18 to grant final approval to the General Municipal Development Plan (PGOM). This new urban planning framework will supersede the city’s current scheme, which has been in place since 1986.

Aligned with Andalusia’s new LISTA law, the PGOM aims to provide greater legal certainty for future investments and infrastructure. The plan expands designated urban land from 40 million to 53 million square metres, a 13-million-square-metre increase intended to facilitate new housing projects, expand public green spaces, and unlock strategic infrastructure such as the new City of Justice legal complex and road network upgrades.

Mayor Ángeles Muñoz described the document as a priority for her term, noting that it follows extensive public consultation and more than 60 sector-specific reports. Regional housing minister Rocío Díaz praised the coordination, suggesting the plan could serve as a model for other local councils in Andalusia seeking to streamline development.
