Ceuta migrant surge EU border policy floating barrier 67 deaths

Around 50,000‑60,000 migrants entered the Spanish enclave of Ceuta from Morocco between 30 July and 1 August 2026, causing at least 67 deaths as people drowned or were crushed on the breakwater. Spain responded by deploying troops, police, drones, divers and boats, and by installing a 500‑metre floating containment barrier at the Tarajal breakwater. Most of the migrants were subsequently returned to Morocco.

The episode triggered an EU‑wide reaction. German Foreign Minister Johann Wadephul called the crisis a “stress test” the Union had passed, while Spanish Prime Minister Pedro Sánchez accused some EU members of prejudice, fake news and political interest. EU Home Affairs Commissioner Magnus Brunner pledged EU support for Spain. After 22 of the 27 EU member states requested it, interior ministers convened an emergency video conference to discuss coordinated action on the external border.

The incident has revived debate over EU external‑border protection, with calls for the European Commission to give the issue top priority and for stronger cooperation with non‑EU partners such as Morocco.
