Massachusetts Advances Ticket Resale Cap Legislation

Massachusetts lawmakers have moved forward with the "Great Divide Act," a ticketing reform bill that would cap resale prices at 110% of a ticket's face value and limit secondary‑market fees to 10%. The legislation also seeks to ban speculative or "ghost" tickets.

The bill was announced by Governor Maura Healey and is backed by a coalition of artists—including Noah Kahan, Aimee Mann, the Pixies, Goose and Dropkick Murphys—as well as industry groups such as the Music Artists Coalition, Future of Music Coalition and the National Independent Talent Organization. Supporters argue the measures will protect fans and artists from predatory scalping.

The proposal has been submitted to the Massachusetts General Court as part of a broader budget package. No definitive date has been set for a final vote, but the legislation is being tracked as a potential model for other states.
