Itaboraí Leads Brazilian Municipal Push for El Niño Climate Preparedness

The municipality of Itaboraí convened its entire secretariat to devise a coordinated response to the upcoming El Niño event. Led by Defense Civil secretary Colonel Ricardo Queiroz, officials reviewed a new Climate Action Plan from the Environment and Urban Planning department and discussed creating municipal protocols for extreme heat and flood protection. Chief of Staff Mariany Baldow stressed the importance of integrated planning to safeguard residents.

Other Brazilian towns reported similar proactive steps. Duque de Caxias updated its summer contingency plan, installing two automated weather stations to improve real‑time monitoring. Rio Branco initiated its first "More Secure" urban safety plan and highlighted mayor Alysson Bestene’s hands‑on approach during his first 100 days, with frequent neighborhood visits. Queimadas launched an itinerant management project to bring municipal services directly to communities, while Acrelândia approved a decree to regularize public land ownership and improve municipal asset records.

These actions illustrate a broader trend of local governments across Brazil strengthening emergency readiness, community engagement, and administrative transparency ahead of expected climate impacts.
