Mayor Enrique Galindo Ceballos celebrates repeal of Mexico's 'Ley Serrano' and calls for indemnities

The state Congress of San Luis Potosí voted 23‑to‑0 to repeal the controversial “Ley Serrano,” a law that imposed jail terms for the misuse of artificial intelligence. The repeal was unanimous, even the law’s sponsor, deputy Héctor Serrano, voted in favor.

Mayor Enrique Galindo Ceballos hailed the decision as “un gran día para la libertad de expresión” and urged that those harmed by the law be compensated. He noted that three people were detained under the statute and at least 13 others faced investigations, legal costs and moral damage. Galindo said a legal framework exists for indemnities and pledged to pursue reparations for the affected individuals and their families. He also criticized the closed, rescheduled congressional session that approved the repeal.
