San Luis Potosí AI Law repeal

Overview

In late July 2026 the State Congress of San Luis Potosí moved to scrap its artificial‑intelligence regulations. On 29 July, after a rushed plenary session, the First Justice Commission approved the repeal of Decree 0314, which had added AI‑misuse offences to the state penal code. The proposal, backed by Governor José Ricardo Gallardo Cardona and civil‑society groups, was slated for debate in an extraordinary session.

The following day, 30 July, the Congress voted unanimously (23‑to‑0) to repeal the controversial “Ley Serrano,” the nickname for the AI misuse law. Mayor Enrique Galindo Ceballos hailed the decision as a victory for freedom of expression and urged compensation for the three detainees and the dozens who faced investigations and legal costs. He also criticized the closed, rescheduled session that approved the repeal.

Together, the two days marked the complete overturn of the state’s AI‑related criminal provisions and the start of discussions on an open, consultative framework for future AI regulation in San Luis Potosí.
