Mayor Juan Manuel Asturias under investigation as Honduras INAMI director also faces fraud probe

In Antigua Guatemala, mayor Juan Manuel Asturias Sueriras is accused of using a privately funded video‑surveillance system for political control and of approving contracts worth up to GTQ 154 million (about US$ 20 million) that were severely overvalued. Critics say the system, originally installed by a civic group to reduce crime, was repurposed for monitoring opponents and imposing fines.

In Honduras, the public prosecutor has filed a fiscal request against former INAMI director Ninfa Suyapa Flores Castellanos and three other former officials, alleging fraud and abuse of authority that harmed the public administration. The case, presented to a national criminal court, seeks to determine their criminal responsibility for mismanagement of resources intended for the rehabilitation of juvenile offenders.

In Peru, the Comptroller General’s office reported that a former municipal employee from La Esperanza contracted services with three separate public entities while still on the municipal payroll, violating incompatibility rules and causing an estimated loss of S/ 176 thousand. The contracts involved disaster‑risk management work, technical studies, and a university peritaje.
