Medellín Council approves first debate on land use plan revision
The First Commission of the Medellín Council unanimously approved the first debate for Project of Agreement 104 of 2026, which proposes a medium-term revision of the city’s Land Management Plan (POT). This plan serves as the city’s primary regulatory instrument for urban growth, defining land use, commercial zones, and the financing of public infrastructure.
The approved text includes a 748-page set of modifications and 41 amendments proposed by council members. Key areas of focus during the debate included land use, urban charges, and financing. Specific proposals within the revision include the regulation of short-term rental platforms to high-mixture zones, restrictions on prostitution in public spaces, and new guidelines for climate change adaptation and disaster prevention.
The project now moves to a second debate in the Council plenary, which is scheduled to take place in early November.
