Medellín Land Management Plan revision
Overview
The Medellín Council has initiated a medium-term revision of the city’s Land Management Plan (POT), the primary regulatory instrument for urban growth and infrastructure financing. The first debate for the proposed modifications was unanimously approved by the Council’s First Commission.
The revision includes 41 amendments and a 748-page set of modifications. Key objectives involve regulating short-term rental platforms, addressing climate change adaptation, and implementing restrictions on prostitution in public spaces.
Specific urban reclassifications have been proposed to reshape development in key sectors. In El Poblado, the plan seeks to transition Parque Lleras from high-intensity use to medium-mixed use to prioritize gastronomy and culture over high-impact activities like nightclubs. Additionally, the proposal seeks to reclassify the Montecasino estate—formerly a paramilitary operations center—from a preservation area to a medium and low-mixed use zone. This change is intended to facilitate the sale of the property to fund victim reparation.
The project is scheduled to move to a second debate in the Council plenary on November 4.
