Mexican legislators propose bans on candidates with unresolved audits or criminal convictions

In Mexico, legislative initiatives have been introduced to restrict the eligibility of political candidates based on financial accountability and criminal records.

Senator Juanita Guerra Mena of the Green Ecologist Party of Mexico (PVEM) has proposed a constitutional reform to prevent mayors and municipal presidents from seeking reelection if they have failed to resolve observations from public account audits. Guerra Mena noted that the current structural timing of audits often allows officials to seek new terms while unresolved questions regarding public funds remain outstanding. She cited the case of former Cuautla mayor Jesús “N,” who is currently facing charges related to organized crime.

Separately, in Puebla, deputy Jaime Natale Uranga of the PVEM is pushing reforms to the Municipal Organic Law, the Penal Code, and electoral codes. His proposal seeks to permanently or temporarily bar individuals with firm convictions for intentional crimes involving imprisonment from holding public office, including roles as mayors, councilors, or trustees. The initiative aims to restore public trust by ensuring high standards of legality and integrity in governance.
