Mexican legislative reforms for security and integrity

Overview

Mexican legislators have introduced several initiatives aimed at strengthening security oversight and political integrity. In Guanajuato, the Institutional Revolutionary Party (PRI) proposed reforms to the State Private Security Law to increase supervision of private security firms and prevent infiltration by organized crime through updated databases and regulatory classifications.

In Oaxaca, calls were made for rigorous financial and security intelligence vetting for municipal presidential candidates to ensure no criminal links exist.

Further legislative efforts have focused on candidate eligibility. Senator Juanita Guerra Mena of the Green Ecologist Party of Mexico (PVEM) proposed a constitutional reform to bar mayors from reelection if they have unresolved public account audits. Additionally, in Puebla, proposals were introduced to bar individuals with firm convictions for intentional crimes from holding municipal offices, such as mayors or councilors, to restore public trust in governance.
