On 31 July 2015 five people – photojournalist Rubén Espinosa, activist Nadia Vera, Yesenia Quiroz, Alejandra Negrete and Mile Virginia Martín – were killed in a multihomicide in the Narvarte neighbourhood of Mexico City. Eleven years later families, journalists and human‑rights groups say the case remains impunity‑ridden. They note that three material perpetrators have been sentenced and are imprisoned, while a fourth alleged accomplice is still at large. The 2017 Recommendation 04/2017 of the Mexico City Human Rights Commission has not been implemented. Activists also stress that Veracruz continues to be one of the most dangerous Mexican states for journalists, with 34 killings and seven disappearances since 2000, and cite the 2026 murders of journalists Carlos Castro, Roxana Berenice Guzmán Ramírez and Luis Ángel López Valdés as evidence of ongoing violence.

The groups, including Article 19 and the Veracruz Assembly of Initiatives and Environmental Defence (Lavida), plan to bring the case before international bodies such as the Inter‑American Human Rights System or the United Nations, arguing that Mexican authorities have repeatedly omitted, delayed and failed to pursue lines of investigation related to political persecution in Veracruz.
