Mexico Chamber of Deputies advances cadastral reform law
The Transparency and Anticorruption Commission of the Mexican Chamber of Deputies has approved a presidential initiative to establish the General Law for the Strengthening and Harmonization of Cadastral and Registry Systems. The proposal aims to modernize and interconnect public property registries and cadastral systems across the country to reduce information gaps between digitalized and manual systems.
Key components of the law include the creation of a National Cadastral Platform and a National Public Property Registry Platform, to be managed by the Agency for Digital Transformation and Telecommunications. The reform also proposes implementing a Unique Cadastral Key and a Unique Cadastral and Registry Certificate to improve property identification and legal certainty.
While supporters, including Commission President Ricardo Mejía Berdeja, argue the law will simplify procedures and strengthen municipal tax collection, opposition legislators have warned of a ‘predialazo’. Members of the PAN, PRI, and Movimiento Ciudadano expressed concerns that the federal government could infringe upon municipal powers and force tax increases on families by mandating updated rates and the costs of the new technological system.
