Mexico property and cadastral law reforms

Overview

Legislative efforts in Mexico have focused on reforming property and land management laws to increase legal certainty and transparency.

Initially, Deputy Jesús Daniel Razo Córdova proposed reforms to the General Law of State Assets. This initiative aimed to protect public heritage from real estate fraud and irregular land occupations, particularly in Baja California, by closing legal loopholes and establishing clearer rules for asset valuation and public registries.

Following this, the Transparency and Anticorruption Commission of the Chamber of Deputies approved a presidential initiative to establish the General Law for the Strengthening and Harmonization of Cadastral and Registry Systems. This proposal seeks to modernize property registries through a National Cadastral Platform and a National Public Property Registry Platform. While proponents argue the reform will simplify procedures and improve tax collection, opposition legislators have raised concerns regarding potential infringements on municipal powers and the possibility of a ‘predialazo’, or increased property taxes.
