Mexico: Sheinbaum proposes ban on dual nationality for top executive candidates
President Claudia Sheinbaum has proposed a constitutional reform to prohibit dual nationality for candidates seeking the Presidency, governorships, or the Head of Government of Mexico City. The initiative aims to ensure that those in high executive offices maintain exclusive loyalty to Mexico and to prevent foreign interference in national affairs.
The proposed amendments target Articles 82, 116, and 122 of the Constitution. Under the new rules, candidates would be required to formally renounce any second nationality before registering their candidacy. Furthermore, once in office, officials would be prohibited from acquiring new nationalities, using foreign passports or identity documents, or seeking diplomatic protection from other states.
Legal advisor Luisa María Alcalde noted that the reform seeks to close interpretative gaps regarding Article 32. While the current law requires certain officials to be Mexican by birth, it lacks clarity on those who already hold dual citizenship. The proposal also includes plans to reform the Law of Nationality to establish formal renunciation procedures.
