Mexico to implement fuel tax traceability to combat evasion

President Claudia Sheinbaum has announced that the 2027 Economic Package will include a proposal to establish traceability for the Special Tax on Production and Services (IEPS) applied to fuels. This measure aims to combat 'huachicol fiscal'—the practice of importing hydrocarbons under false labels to evade taxes. The proposed system would allow the Tax Administration Service (SAT) to monitor the tax from the point of import through distribution to the final sale at gas stations.

Sheinbaum clarified that this initiative does not constitute a new tax or an increase in existing rates, but rather a strengthening of control mechanisms to ensure compliance. The government noted that tax losses from fuel evasion were estimated at approximately 16 billion dollars in 2025. While the President emphasized combating evasion as a priority, she also ruled out increases to the IEPS on cigarettes and alcoholic beverages.

Separately, some Morena legislators have proposed adjusting taxes on products with high sodium content, such as instant soups and sauces, to promote public health. However, other Morena deputies have dismissed rumors of broad tax hikes, stating the focus remains on reducing evasion and ensuring a responsible budget for 2027.
