This measure aims to combat ‘fiscal huachicol’—the practice of mislabeling hydrocarbon imports to evade taxes. The proposed system would allow the SAT to monitor tax payments from the point of import through distribution to the final sale at gas stations to recover losses, which were estimated at approximately $16 billion in 2025.

President Sheinbaum clarified that this initiative is a strengthening of control mechanisms rather than a new tax or an increase in existing rates. While she ruled out increases to the IEPS on cigarettes and alcoholic beverages, some legislators have proposed adjusting taxes on high-sodium products to promote public health. However, other deputies have dismissed rumors of broad tax hikes, stating the priority remains reducing evasion and ensuring a responsible budget.
