President Claudia Sheinbaum announced a public consultation on the proposed "Lineamientos Generales para la Protección de los Derechos de las Audiencias". The consultation runs from 27 July to 21 August and seeks input from broadcasters, specialists, civil society and the public. The draft measures would require media to adopt a code of ethics, appoint a defender of audiences and label advertising with a "P" sign, as well as place a pleca to distinguish opinion from news.

Supporters from Morena and allied legislators, such as Senator Heriberto Aguilar Castillo, argue the lineamientos strengthen the constitutional right of audiences to receive clear, verifiable information and do not constitute censorship. The National Chamber of Radio and Television (CIRT) is taking part in working tables with the government to refine the text before a final version is issued.

Opposition parties – notably the PRI and PAN – denounce the proposal as a "law mordaza" that would allow the government to control media content and limit freedom of expression. Critics such as former presidential candidate Xóchitl Gálvez claim the rules could be used to decide what is true or false, while proponents like Citlalli Hernández maintain the measures simply protect audience rights.
